What is Model Integrated Care Board – Blueprint v1.0?

This blueprint sets out a new, streamlined, and strategic future for Integrated Care Boards (ICBs) as intelligent healthcare payers.

It proposes a transformation in the way ICBs operate, with a focus not just on efficiency, but on impact.  

Across the NHS, these three strategic shifts form the foundation of the Model ICB’s 

approach to transformation and redesign: 

Treatment to Prevention

A stronger emphasis on preventative health and wellbeing, addressing the causes of ill health before they require costly medical intervention and reducing inequalities in health. This involves proactive community and public health initiatives, working closely with local authorities, to keep people healthy. 

Hospital to Community

Moving care closer to home by building more joined-up, person-centred care in neighbourhoods, reducing reliance on acute centres. This move away from hospital-based care toward a proactive, personalised service is exactly what was called for by Lord Darzi in his September 2024 review of the NHS in England.  

Analogue to Digital

Harnessing technology and data to transform care delivery and decision-making. From digital health services for patients, to advanced analytics (population health management, predictive modelling) for planners, the focus is on smarter, more efficient, and more personalised care.

  • A move away from products. The NHS will require industry to frame their offerings as part of a solution that meets ICBs’ strategic aims – reducing inequality, shifting care away from hospital, preventing avoidable illness and improving outcomes.
  • Help with design, not just delivery. ICBs need help redesigning care pathways and modelling population health strategies. Companies with data, clinical expertise and digital capability can offer high value consultancy, co-design partnerships and even shared risk contracts.
  • Enable value-based commissioning. Outcome based contracts, blended payment models and gain share/risk share agreements are becoming the norm. Companies that can support value measurement, through real world evidence, digital tracking tools or aligned payment models will get their noses in front.
